Meeting of the Joint Advisory Committee of Montenegro and the EU Committee of the Regions
Today in Brussels the third meeting of the Joint Advisory Committee of Montenegro and the EU Committee of the Regions was held. On behalf of the Association of the municipalities of Montenegro this meeting was attended by: dr Miomir Mugosa, the Mayor of the Capital city of Montenegro, Podgorica, and President of the Committee of the Association of the municipalities; Aleksandar Bogdanović,the Mayor of the Old Royal city Cetinje and President of the Assembly of the Association of the municipalities; Mrs Marija Ćatović, the Mayor of the Municipality of Kotor; Miloje Pupović, the Mayor of the Municipality of Pljevlja; Orhan Šahmanović, the Mayor of the Municipality of Plav; Branislav Đuranović, the Mayor of the Municipality of Danilovgrad i Darko Brajušković, the Mayor of the Municipality of Kolašin.
It was noted that Montenegro is well advanced in the integration process.
On this meeting the Report "Strengthening the absorption capacity for EU pre-accession funds and the improvement of administrative capacity at the local level in Montenegro" was adopted.
The Mayor of the Municipality of Kotor, Mrs Marija Ćatović, has presented the current state of the local government and further steps which are necessary to take in order to provide stable funding sources. According to the Mayor, Mrs Marija Ćatović, these sources need to ensure financial stability in the long term and regular servicing of the commitments.
The Mayor of the Municipality of Kotor, Mrs Marija Ćatović, underlined that, in order to provide conditions for financial stability and sustainability of local government in Montenegro, with a special focus on solving their debt problems, we need the joint activities of the central and local levels. She stressed also, among the other things, that conditions for effective implementation of the regulations at the local level shall be ensure, along with an increase in the efficiency of the local public revenues and improvement of work of the local tax inspections, as well as bring the missing regulations at the local level which will introduce all kinds of local revenues that are established by law.
It was agreed that the following meeting of the Joint Advisory Committee of Montenegro and the EU Committee of the Regions will be on June 30th, 2014 in Kotor. The topics to be discussed are also proposed: Agriculture and Rural Development and Services of general interest and public-private partnerships.
