ENDING THE PRACTICE OF IRRESPONSIBLE HUMAN RESOURCES MANAGEMENT

New local authorities in Kotor have earned the trust of citizens, among other things, on the basis of strong programming commitments to abolish partitocracy and to eliminate party employment as its most evident consequence. In order to implement what was promised in the program of the new local authorities, but also what is the interest of all the citizens of Kotor, which is to build a professional, competent and effective local administration, new local authorities are taking comprehensive measures in this regard.

In this respect we emphasize that all the departments of the Municipality of Kotor are working on a systematization of jobs with the highest standards of professional responsibility. This shows our strong determination to bring order, to know who is doing what, to know who is in charge of pre-known activities and for what reports are being submitted. This measure means that Kotor opens its door for competent and professional staff.

Creation of new systematization is not only a condition for the implementation of order in the administration, but also a strong systemic incentive for the positive selection of staff and strengthening the reputation of the local administration. This will cease the practice of irresponsible human resources management and will create an efficient and unbiased foundation for a new organization of work in the Municipality of Kotor.

Also, the budget envisaged significant amount of 400,000€ for severance pay, which shows a high level of social responsibility and sensitivity of the new local authorities.Thus, the fact that the budget of the Municipality of Kotor provided 400,000€ for severance pay indicates that, in addition to the set of priorities aimed at unburdening the administration and achieving savings in the local public sector, the ambition of the new local authorities is to, forthose who are redundant, provide quite adequate material and financial basis for the provision of existence and finding new jobs and professional opportunities.

The local administration of Kotor will not be a haven for party soldiers, but will be supportive environment for professional and responsible servants and officials.
